The U.S. State Department has agreed for a local company to construct a Kuwait Ministry of Defense (KMOD) Headquarters Complex for the Kuwaiti Government for an estimated cost of $1 billion.

The Defense Security Cooperation Agency (DSCA) delivered the required certification notifying Congress of this possible sale today.

The contract includes provisions for all physical building and infrastructure construction costs. The U.S. Army Corps of Engineers will provide life cycle design, construction, and project management, engineering services, technical support, facility and infrastructure assessments, surveys, planning, programming, design, acquisition, contract administration, construction management, and other technical services. The overall project includes over twenty facilities, including primary headquarters facilities for both civilian and military leadership, as well as any and all engineering studies, designs, construction, and construction management services necessary in order to provide a fully functioning headquarters complex. The estimated total cost is $1 billion, the DSCA said in a release.

No principal contractor has been identified for this acquisition. Contracts funded by this case are likely to be competitive acquisitions. The host nation has the ability to limit competition if they so choose, but has not requested to do so at this time. There are no known offset agreements proposed in connection with this potential acquisition, the agency said.
